Health literaAy experts reviewed existing tools to identify relevant topics to measure. For the 36 initial items, experts used a 3-point scale to rate if a material's performance on an item would affect its understandability or actionability (Yes = 1, Maybe = 2, No = 3). Then the average score for each item was calculated.

Reliability notes:
Used inter-rater reliability (IRR) to assess external consistency. For understandability items, kappa ranged from 0.40-0.84. For actionability items, kappa ranged from 0.35-0.76. Used Cronbach's alpha and Item-total correlation to assess internal consistency. Average Cronbach's alpha for understandability = 0.70, for actionability = 0.86, and for overall = 0.62. Average item-total correlation for understandability = 0.55, for actionability = 0.86, and for overall = 0.62.
Additional Notes:
There are two version of the final PEMAT, one for printable materials (PEMAT-P) and one for audiovisual materials (PEMAT-A/V). PEMAT-P has 17 understandability items and 7 actionability items. PEMAT-A/V has 13 understandability items and 4 actionability items. Materials are scored a scale from 0-100. There is an Auto-Scoring Form available that automatically calculates scores after entering ratings.
