Conducted a co-design workshop with health and social service professionals in order to determine the tool's structure and assessment process. This workshop included a critique of health literacy responsiveness measurement tools that already exist and a discussion of their utility.

Number of performance indicators in the original version = 135, however this decreased to 48 performance indicators in the truncated version.
