Country where validated: Germany
Content validity: Based on previous scoping review of OHL criteria in combination with qualitative group discussion, a Delphi panel, a patient advisory council, and pretesting the online survey developed through the Delphi study.
Reliability notes: Cronbach's alpha was 0.87 for the "easy access and navigation" scale, 0.93 for the "integration, prioritization, and dissemination of OHL scale" scale, 0.95 for the "qualification, quality management, evaluation, and needs assessment" scale, 0.95 for the "communication with target groups" scale, and 0.81 for the "involvement and support of target groups" scale. Item difficulty ranged from 0.31 to 0.93. Item discrimination ranged from -0.04 to 0.91.
